Air Ministry state that no further action can be taken in this

matter pending official request from Portuguese Government. rortuguese

Ambassador was accordingly told on October 29th of our willingness to

release these machines but it was explained that, as you had only been

so far approached privately by the Minister for the Colonies (see your

telegram No. 143 of September 25th), we could do no more until an

official request has been received. It was suggested to him that as

soon as this is done details or the proposed arrangement could be

discussed directly between the Portuguese Embassy here and the defence

departments concerned.

The Ambassador, who expressed complete ignorance of the matter,

undertook at once to make enquiries at Lisbon.
